We're having some trouble identifying this bird of prey on a tree overlooking the Hudson River; falcon or hawk?  Feel free to clarify.  Whatever the bird, it is a beautiful reminder of the Hudson River's recovery over the past 35 years due to federal environmental laws like the Clean Water Act.  (Photo, P.
